La instrucción que se dé en las Escuelas primarias elementales comprenderá necesariamente la enseñanza de las siguientes materias: Lectura, Escritura, Doctrina Cristiana, Historia Sagrada, Principios de Gramática Castellana, de Ortografía, de Aritmética, Nociones de Geografía General, Geografía de Colombia y Urbanidad.
