La administración del auxilio decretado por la presente Ley correrá a cargo de una Junta integrada así: por el Alcalde, por el Personero Municipal, por el señor Cura Párroco y por dos miembros más nombrados cada uno por los Ministros de Educación Nacional y de .Hacienda y Crédito Público, respectivamente.

Esta Junta tendrá un. Tesorero que estará obligado a otorgar fianza de manejo en cuantía fijada por la Contraloría General de la República, debiendo rendir cuentas a dicha entidad.
