Artículo quinto. Los Ministros de Agricultura y de Fomento podrán negar la aprobación de las licencias de importación de sémolas y semolinas cuando consideren que, por cualquier causa comprobada, no podrán ser utilizadas en la fábrica, con destino a la cual se pretendan importar.
