Artículo tercero. Mientras se legaliza la sociedad, el Instituto invertirá, a título de préstamo, los dineros que reciba de la Nación para las nuevas obras del acueducto y del alcantarillado, conforme a los planes acordados entre esta entidad y el Gobernador de Nariño.
