Las operaciones de crédito externo interno que garantice la Nación con cargo a las autorizaciones de los artículos 3º y 59, requerirán del concepto previo de la Comisión Interparlamentaria de Crédito Público, el cual deberá rendirse con anterioridad a la autorización CONPES y dentro de los treinta (30) días calendario siguientes, a la fecha para la cual haya sido citada por escrito para tal efecto por el Ministerio de Hacienda y Crédito Público.
