º Los programas generales de compras de bienes muebles de los ministerios y departamentos administrativos serán aprobados por los respectivos Secretarios Generales. El Secretario General del Ministerio o Departamento Administrativo del cual dependan superintendencias, unidades administrativas especiales y fondos sin personería jurídica de los que trata el artículo 2º del Decreto 3130 de 1968, aprobará los programas de estos organismos.
