El Gobierno Nacional queda autorizado para abrir en los Presupuestos de 1974 y 1975 los créditos indispensables y, en general, para realizar en ambas vigencias todas las operaciones presupuestales que exija el cumplimiento de los fines previstos en esta Ley.
