Articulo 3.º El Ingeniero Jefe de la primera sección dará las instrucciones correspondientes a las demás secciones, y con el Jefe de cada una dictará los reglamentos para la organización de los trabajos que hayan de verificarse, teniendo en cuenta las instrucciones emanadas del Ministerio de Relaciones Exteriores.
