Si con el total de las cantidades que se destinan por esta Ley a la construcción del ferrocarril Tumaco-Ipiales-Pasto, no pudiera el Gobierno prolongarlo hasta su término, gestionará de acuerdo con la Junta y conforme al plan de empréstitos nacionales, la consecución de los fondos necesarios para que la obra quede concluida en el menor termino posible.
