El impuesto sobre asignaciones y donaciones y el régimen de Exenciones debe hacerse efectivo conforme a la Ley vigente en el momento de deferirse la asignación. Cuando hayan de aplicarse tarifas establecidas por los antiguos Estados Soberanos, como renta especialmente destinada al sostenimiento de los lazaretos, el impuesto será percibido por la Nación.
