Artículo tercero. Con los dineros de que trata el artículo anterior y según las normas orgánicas del Fondo Rotatorio Agropecuario, el Ministerio de Agricultura atenderá a la compra de materiales y elementos que requieran las campañas que adelante para el fomento y defensa del cacao y otras materias primas que actualmente se importan al país, al pago de personal y a la contratación de servicios de entidades privadas o semioficiales con la finalidad de aumentar la producción de esos artículos.
