ARTICULO 24 . Titularidad de la acción penal . La acción penal corresponde al Estado y se ejerce exclusivamente por la Fiscalía General de la Nación durante la etapa de la investigación y los jueces competentes durante la etapa del juicio, en los términos establecidos en este Código. En casos excepcionales la ejerce el Congreso.
