Cuando el 90% de los propietarios de los vehículos de una empresa de transporte que se haya disuelto y liquidado, manifiesten al INTRA su deseo de constituir una nueva sociedad de transporte, se publicará el concepto previo para la nueva empresa y el Instituto Nacional del Transporte, otorgará la totalidad de las rutas y horarios que tenía autorizados la empresa, sin necesidad de efectuar las publicaciones.
