En caso de no ser incluida la partida anterior en el presupuesto nacional de la vigencia fiscal correspondiente, según lo ordena el artículo 3º de la presente Ley, se autoriza al Gobierno Nacional para efectuar las operaciones presupuestales correspondientes, obtener empréstitos y celebrar los contratos necesarios para dar cumplimiento a la presente Ley.
