El Gobierno Nacional, en cooperación con el Departamento de Caldas, con los Municipios caldenses y con las personas o entidades particulares que deseen tomar parte, procederá a construir en el territorio de aquel Departamento una gran central hidroeléctrica que abastezca las necesidades del alumbrado y fuerza motriz no solo del presente sino teniendo en consideración un futuro desarrollo industrial.
