Autorícese a la Asamblea Departamental de Córdoba para que determine los elementos estructurales del tributo: sujetos, base gravable, tarifas, hechos generadores, y todos los asuntos referentes al uso obligatorio de la estampilla en los actos, contratos y negocios jurídicos que deba realizar el departamento y sus municipios.
