Art. 39. Para verificar éste, la Junta procederá en la forma que sigue : 1.° Anunciará que se abre la licitación ; 2.° Deliberará en secreto acerca de las fianzas que presenten los licitadores y resolverá cuáles admite y cuáles desecha ; 3.° Hará pregonar cada postura, dejando constancia en el acta, de las que se vayan haciendo sucesivamente ; 4.° Por último, hará la adjudicación del remate al mejor postor, esto es, á quien ofrezca mayor precio del arrendamiento de la renta
