El mismo Ministerio contratará, si los recursos del Tesoro nacional lo permitieren y si hubiere de ellos urgente necesidad, Profesores extranjeros de Química, Botánica y Zoología, uno para cada uno de dichos establecimientos, y además uno de Minería para el de Antioquia y uno de Náutica para el de Bolívar.
