La partida anual a que se refiere el artículo anterior se incluirá y liquidará necesariamente en los Presupuestos correspondientes, a contar de la, vigencia de 1928, y en caso contrario, el Gobierno abrirá anualmente el respectivo crédito, teniendo como base para ello la inaplazable urgencia de la obra.
