La distinción "Andrés Bello" se otorgará por Resolución del Ministerio de Educación Nacional a estudiantes de último grado de educación media, en tres categorías, nacional, departamental y municipal, a partir de los resultados del exámen de Estado para ingresar a la educación superior, realizado por el Servicio Nacional de Pruebas del ICFES. De la distinción se dará fe mediante un diploma alusivo, cuya preparación estará a cargo del ICFES.
