Según lo determina el artículo 4 de la Ley 14 de 1975, con las garantías que las normas anteriores daban y las que correspondan según la nueva reglamentación, continuarán ejerciendo la profesión los constructores con matrícula expedida por el Consejo Nacional Profesional de Ingeniería y Arquitectura con anterioridad a la vigencia de este decreto.
