Si el empleado competente para resolver el recurso se ha retirado de la entidad, será resuelto por quien lo sustituya. Si el calificador ha pasado a otro cargo dentro de la misma entidad, conserva la competencia para resolver el recurso. La calificación objeto del recurso no podrá ser desmejorada
