Para la construcción de las obras a las cuales se refiere esta Ley, el Gobierno Nacional podrá solicitar la asistencia y la cooperación económica del Departamento del Cauca, del Municipio de Caloto y de los particulares favorecidos, teniendo en cuenta el beneficio social de estas obras.
