Si hubiere empleados no comprendidos en las anteriores disposiciones, se posesionarán en la forma siguiente: los Jefes de Oficinas, ante la primera autoridad política que haya en el lugar, y en su defecto, ante dos testigos; los Secretarios y subalternos, ante los respectivos Jefes.

Cuando el Jefe de la Oficina resida en la capital, se posesionará ante el Ministro de Gobierno.
