El Fondo de Desarrollo Comunal, establecimiento público adscrito al Ministerio del Interior, creado por el Decreto-ley 3159 de 1968, artículos 22 y siguientes, reglamentado por el Decreto 158 de 1970, y reformado por el Decreto 2132 de 1992, artículo 46, tendrá por objeto la capacitación y formación de los miembros de las organizaciones de Acción Comunal, así como el apoyo técnico y logístico de las Promotorías para el Desarrollo Comunal.
