Autorizase al Gobierno para adquirir, a título de compra, y sin los requisitos exigidos por el Código Fiscal, el Laboratorio de Higiene de propiedad de los señores Samper y Martínez, establecido en esta ciudad, para dar cumplimiento a lo dispuesto en la Ley 72 de 1914 y por el Artículo

10 de la Ley 75 de 1915.

El precio de compra se fijara por peritos, nombrados así: uno por el Ministerio de Instrucción y Salubridad Públicas, otro por los dueños del Laboratorio y un tercero nombrado por el Consejo de Estado. El contrato que se celebre requerirá para su validez la aprobación del Poder Ejecutivo, previo dictamen favorable del Consejo de Ministros y el Consejo de Estado.
