000.000.00), con el objeto de consolidar la deuda de Tesorería proveniente del déficit fiscal correspondiente a la vigencia de 1962, y al retardo que se ha presentado para el recaudo de los activos contabilizados como disponibles o realizables en el balance del Tesoro. El Gobierno podrá utilizar tal autorización aun antes de la liquidación de dicho ejercicio si el desarrollo de éste permite determinar razonablemente por anticipado la ocurrencia del déficit.

Parágrafo

Las operaciones a que se refiere este artículo, en cuanto se celebren con el Banco de la República, no afectarán el cupo legal del Gobierno en dicho Banco.
