El Ministro de Hacienda y Crédito Público preparará la Ley anual del Presupuesto Nacional. En el desempeño de este deber y para cumplir las disposiciones del artículo 3º tendrá facultad para disminuir, suprimir o de cualquier otro modo, revisar y modificar los cálculos de gastos sometidos a él de acuerdo con el artículo 23. El cálculo de gastos para el poder Legislativo se incluirá en el proyecto de Presupuesto sin revisión.
