La Nación para conmemorar el centenario del natalicio del Presidente de la República, Carlos E. Restrepo, autoriza a la Asamblea Departamental de Antioquia para disponer, a iniciativa del ejecutivo, la emisión de la estampilla "Homenaje a Carlos E. Restrepo" cuyo valor de su producido se destina como recurso para contribuir a la financiación de la Sociedad de Mejoras Públicas de Medellín.
