Artículo segundo. La asignación de primas técnicas para los funcionarios que ocupen los cargos a que se refiere el artículo anterior, se hará por Decreto del Gobierno, previo concepto favorable del Consejo Superior del Servicio Civil, con base en la solicitud razonada formulada por escrito y para cada caso por el Ministro de Minas y Energía, conforme a las normas pertinentes de los Decretos 1912 y 1950 de 1973.
