Las encomiendas causarán además un impuesto de timbre nacional a razón de dos centavos ($ 0-02) por cada cien pesos o fracción del valor que se declare, y dos centavos ($ 0-02), por cada encomienda ordinaria sin valor declarado. Dicho impuesto se hará efectivo en las estampillas respectivas de timbre, que se adherirán y anularán de acuerdo con lo dispuesto en el artículo 25. CAPITULO V. Franquicias.
