Art. 3.° Una vez recibidas por los Presidentes o Gobernadores de los Estados las matas de que habla esta lei, procederán a repartirlas en los distritos que tengan mejores condiciones para el cultivo del calé, entre los agricultores reconocidamente interesados en el desarrollo agrícola del pais.
