El Gobierno Nacional directamente o por conducto de la Caja de Crédito Agrario, y con cooperación, si fuere necesario, del Departamento o Departamentos correspondientes del Gobierno de los Estados Unidos de América procederá a fundar una empresa destinada a la explotación del pescado en el litoral Pacífico, con el fin de complementar la alimentación de la población colombiana e industrializar los derivados del mismo.
