Art. 5°. Las autoridades del orden judicial y administrativo de la República, ante quienes se reclamen créditos, derechos o acciones que afecten el Tesoro público, tendrán especial cuidado en la fiel observancia así tratándose de particulares como de entidades o personas jurídicas que gestionen de lo dispuesto en la reforma décima séptima, artículo único, de la ley 53 de 1882 (4 de Septiembre), publicada en el número 5,467 del Diario Oficial, Publíquese.
