Ordénase la emisión a través del Ministerio de Hacienda y Crédito Público, de títulos de deuda pública interna de la Nación, Títulos de Tesorería -TES- Clase B, hasta por la suma de un billón de pesos ($1.000.000.000.000,00) moneda legal colombiana, destinados a financiar apropiaciones presupuestales del Gobierno Nacional.
