La Nación se hará representar en la fiesta conmemorativa de ese hecho, que celebrará la ciudad de Popayán, por una Comisión de seis miembros, de dentro o fuera de las Cámaras, que serán elegidos tres por el Senado y tres por la Cámara de Representantes. Esto sin perjuicio de que el Gobierno, por su parte, también se haga representar en esa fiesta.
