Si verificados los correspondientes estudios técnicos, el Gobierno Nacional encontraré comercial y socialmente favorable el establecimiento de riego o desecación en determinadas zonas, podrá entrar a ejecutar las obras necesarias, ya sea por medio de contratos o por administración directa.
