Art. 28. El Gobierno reglamentará el manejo de las rentas establecidas por este Decreto, ya sea por el sistema de administración, ó ya por el de arrendamiento, de manera de organizar dichas rentas conforme á los principios y prácticas que den mejores resultados para el Tesoro público. Los decretos que el Gobierno expida para reglamentar dichas rentas se publicarán en folleto con el presente Decreto, á fin de que sean conocidos generalmente en la Nación y en el Exterior.
