No podrán ser objeto de consulta popular proyectos de articulado, ni tampoco la convocatoria a una asamblea constituyente, salvo cuando se vaya a reformar la Constitución según el procedimiento establecido en el artículo 376 de la Constitución Política y en esta Ley.
