Art. 4.° Autorízase al Gobierno:

1.° Para comprar modelos y útiles para las diversas Secciones de la Escuela de Bellas Artes, por valor total hasta de cuatro mil doscientos pesos ($ 4,200);

2.° Para hacer los gastos de mobiliario y material de las Escuelas universitarias, hasta por la suma de cinco mil pesos ($ 5,000); y

3.° Para hacer prolongar la línea telegráfica que llega á Calamar, Departamento de Bolívar, hasta Santa Marta, pasando por Cerro de San Antonio y Remolino.
