En caso de no ser incluida la partida anterior en el Presupuesto Nacional de la vigencia fiscal de 1986, se autoriza al Gobierno Nacional para efectuar las operaciones presupuestales correspondientes, obtener los empréstitos y celebrar contratos necesarios para dar cumplimiento a la presente Ley.
