Artículo segundo. Las reservas de que trata el artículo 2° del Decreto 357 de 1948 se reintegrarán al Presupuesto del Ministerio de Obras Públicas el día 15 de octubre de 1949, si en tal fecha los trabajadores no hubieren organizado las correspondientes cooperativas.
