Artículo Único. Exonerase a Vespasiano Jaramillo de las obligaciones que como fiador de Uldarico Encinales, contrajo a favor del Gobierno, según escritura pública número 747, otorgada ante el Notario 2o. de Bogotá el 7 de Mayo de 1890. Dicha escritura ser cancelada en todas sus partes, junto con la hipoteca constituida por el mismo señor Jaramillo, por el Procurador general de la Nación, quien hará cesar también todo procedimiento iniciado contra el Señor Jaramillo, que tenga por objeto hacer efectiva la fianza prestada por él.
