Art. 4º. El Poder ejecutivo suspenderá la adjudicación de tierras baldías en los territorios cuyas minas i depósitos de carbón se reserva la República, siempre que lo estime conveniente; o hará dicha adjudicación con las reservas necesarias para que ella no estorbe en lo futuro la construcción de las vías que deban abrir i facilitar la salida del carbón que se beneficie por cuenta de la Nación.
