El Plan Nacional de Inversiones Públicas 1995 - 1998 tendrá un valor de $38.121.116 millones, a pesos constantes de 1994, financiados de la siguiente manera: Ahorro corriente del gobierno central y de las entidades descentralizadas sin incluir Fondo Nacional del Café, Fondo de Estabilización Petrolera, ni gobiernos y empresas regionales y locales: $30.553.330 millones Endeudamiento neto del gobierno central y de las entidades descentralizadas: $4.218.681 millones. Recursos de carácter contingente (tributarios, crediticios, ingresos propios de las entidades decentralizadas) $3.349.105 millones.
