Adiciónase el siguiente numeral al artículo 71 del Estatuto Orgánico del Sistema Financiero:

A los procesos de fusión, escisión, conversión, adquisición y organización de las instituciones financieras y entidades aseguradoras en las cuales participe el Estado en cualquier proporción, les son aplicables las normas previstas en esta Parte. En tal sentido, dichas entidades se entienden facultadas para adelantar estos procesos y no requerirán autorizaciones adicionales a las previstas en el Estatuto Orgánico del Sistema Financiero para adelantarlos.
