Secretario de la Comisión de Personal. El Jefe de la Unidad de Personal o quien haga sus veces en los organismos y entidades a las cuales se refiere el presente título, será el Secretario de la Comisión de Personal, quien no tendrá voto, y en ningún caso podrá ser miembro de la misma. Tampoco podrá ser miembro de la Comisión de Personal el Jefe de Control Interno o quien haga sus veces, salvo que deba actuar de conformidad con lo dispuesto en el artículo 16 de la Ley 909 de 2004.
