Delegación de funciones. Delégase en las asociaciones de municipios que se creen de conformidad con la ley, la facultad de reglamentar, distribuir, conceder, pender o legalizar, en nombre de la Nación, el uso y explotación de las aguas de uso público en los terrenos de su jurisdicción para fines domésticos, industriales o de abastecimiento público, sujetándose para ello a las disposiciones nacionales vigentes sobre la materia.
