Créanse las siguientes Provincias:

1.ª La de Fredonia, en el Departamento de Antioquia, compuesta de los Municipios de Fredonia, que será su capital, Amagá, Armenia, Retiro, Heliconia y Angelópolis.

2.ª La de Aures, en el mismo Departamento, compuesta de los Municipios de Abejorral, Aguadas, La Ceja, Pensilvania, Santa Bárbara, San Agustín y Sonsón que será su cabecera.

3.ª La de Neira, en el Departamento de Boyacá, compuesta de los Municipios de Garagoa, que será su cabecera, Miraflores, Páez, Zetaquirá, Macanal, Chinavita y Umbita.

4.ª La de Nariño, en el mismo Departamento, compuesta de los mismos Municipios, de Leiva, que será su cabecera, Gachantivá, Chíquiza, Tinjacá, Ráquira y Sáchica y Sutamarchán.
