Autorízase al Gobierno Nacional para celebrar con el Instituto de Fomento Industrial los contratos de fideicomiso necesarios. Asímismo el Gobierno podrá celebrar con el Banco de la República un contrato de garantía que permita el servicio adecuado de amortización e intereses.
